I was born in Pogliano Milanese (Milan), and after graduation in political science at the University of Milan, I chose to specialize in Strategic Planning at the University Bocconi. I began my career as director of the Planning Service the Lombardy Region, coordinating the work of the Regional Development Programme.
My political activity began in my region, Lombardy, where I held the position of member of Lombardy Regional Council, Member of Regional Executive with responsibility for coordination of social services, health and the budget. Elected in Rome as a representative of the Ulivo, I held various institutional positions:
- Undersecretary of the Ministry of Foreign Affairs with responsibility for Human Rights, for Relations with the United Nations, for Cultural Relations abroad, for Latin America, Asia and Oceania, Immigration and Italians abroad.
- Minister for European Affairs.
- Minister for Relations with Parliament.
- Since 2004, MEP elected first in the lists of the Ulivo and later, in 2009, the lists of the Democratic Party.
I am Vice-Chair of the Committee on Industry, Research and Energy (ITRE) of the European Parliament, and a member of the Development Committee and since 2010 I also have the responsibility of vice-president of the newborn group of Socialists & Democrats.
